The authority was established under the Invest Bangladesh Act, 2026, which came into effect on 20 August 2026. The law abolished the Bangladesh Investment Development Authority (BIDA), Bangladesh Economic Zones Authority (BEZA) and Public–Private Partnership Authority (PPPA), transferring their functions to the new authority.

History

Predecessor agencies The Bangladesh Investment Development Authority was established on 1 September 2016 under the Bangladesh Investment Development Authority Act, 2016. BIDA was formed through the merger of the former Board of Investment and the Privatization Commission. Its statutory functions included investment promotion, facilitation and regulatory services. Separately, the Bangladesh Economic Zones Authority administered the country's economic-zone framework, while the Public Private Partnership Authority coordinated government public–private partnership projects.

Formation of Invest Bangladesh In 2026, the government moved to consolidate the three investment-related authorities into a single institution. The Jatiya Sangsad passed the Invest Bangladesh Bill, 2026, on 15 July 2026. The legislation provided for the abolition of BIDA, BEZA and PPPA and the transfer of their responsibilities, assets, liabilities and personnel to the Invest Bangladesh Authority. The Invest Bangladesh Act, 2026, came into force on 20 August following publication of a government gazette notification. In addition to repealing the laws governing BIDA, BEZA and PPPA, the new legislation repealed the One Stop Service Act, 2018 and consolidated investment-related services under the new authority. Invest Bangladesh publicly began operating under its new identity in August 2026, with the three predecessor agencies' functions initially continuing while their administrative and physical integration was carried out in stages. On 23 August 2026, the government appointed Chowdhury Ashik Mahmud Bin Harun, commonly known as Ashik Chowdhury, as chairman of the authority for a one-year term.

Functions Invest Bangladesh is responsible for coordinating government services relating to domestic and foreign investment. Its functions include investment promotion and facilitation, policy coordination, investment-related registration and approvals, economic- and industrial-zone development, and the administration and facilitation of public–private partnership projects. The Invest Bangladesh Act provides for the coordination of licences, approvals, incentives and other investment-related government services. It also provides a framework for economic zones, free-trade zones and designated industrial areas, as well as the integration and digitalisation of investment-related government services. The authority is intended to operate as a single point of contact for investors dealing with multiple government agencies.

Organisation Invest Bangladesh is a statutory authority under the Prime Minister's Office. Its headquarters are in Dhaka, and the law allows it, with government approval, to establish branch offices elsewhere in Bangladesh and liaison offices abroad. The authority is administered by a board consisting of a chairman and seven members. The chairman also serves as the chief executive of the authority. Its headquarters are located at Biniyog Bhaban in Agargaon, Sher-e-Bangla Nagar, where BIDA and BEZA were based before their merger.
