Medical savings account

Medical savings account is a science topic covered in the lgStudy science library. This page brings together a partial reference excerpt, illustrations, worked examples, real-world applications and a short study plan, so you can understand Medical savings account rather than just read about it. In short: A medical savings account (MSA) is an account into which tax-deferred amounts from income can be deposited. The amounts are often called contributions and may be made by a worker, an employer, or both, depending on a country's laws.

Key takeaways

  • Medical savings account belongs to science; place it in that map before memorising details.
  • Learn the definition first, then one example that makes the definition concrete.
  • Connect Medical savings account to a quantity you can measure, compute or draw — that is where exam questions come from.
  • Reproduce the core statement of Medical savings account from memory before moving on to harder problems.

Reference excerpt

A medical savings account (MSA) is an account into which tax-deferred amounts from income can be deposited. The amounts are often called contributions and may be made by a worker, an employer, or both, depending on a country's laws. The money in such accounts is to be used to pay for medical expenses. Withdrawals from the account often called distributions, if made for that reason, may or may not be subject to income tax. Withdrawals without adequate documentation of use for medical expenses are subject to penalties.

In China In December 1994, the People's Republic of China began a pilot study of medical savings accounts in the cities of Zhenjiang and Jiujiang. China has planned to expand the program.

In Singapore

Medisave was introduced in April 1984 as a national medical savings system in Singapore. It allows Singaporeans to put aside part of their income into a Medisave account to meet future personal or immediate family's hospitalization, day surgery and for certain outpatient expenses. Under this system, Singaporean employees contribute 6–8% (depending on age group) of their monthly salaries to a personal Medisave account. The savings can be withdrawn to pay the hospital bills of the account holder and immediate family members. Medical savings was first introduced to the world as an alternative method of national health care financing in Singapore’s Medisave scheme as early as the 1980s. (References: WHO 1986 “Singapore’s Family Savings Scheme”; “Saving for health”, World Health Forum, vol. 8, 1987). This was predicated upon the concerns over the rising population ageing rates and current methods of public payment for health either through taxes or insurance since such pay-as-you-go financing systems result in higher annual taxes or premiums. Such systems are unsustainable against rapid population ageing and a future shrinking bases of the young. Recently, these medical savings are used to pay for health care financing due to the exigencies of emergency spending due to the pandemic, and thus to avoid deficit funding by the government (Reference: COVID-19 poses challenges in healthcare financing, Straits Times, May 27, 2020).

United States

The United States has two medical savings account programs:

Medical savings account (started 1993, still prevalent in California) Health savings account (created 2003, supersedes MSAs, more widely available)

Worked examples

Example 1 — a first encounter with Medical savings account

Start with the simplest possible case. Write down what Medical savings account claims or describes in one sentence, then invent the smallest concrete situation in which that sentence is true. In science, the smallest case is usually a single object, a single equation or a single measurement. Check that every symbol or term in your sentence has a meaning in that case.

Example 2 — changing one variable

Take the situation from Example 1 and change exactly one quantity: double it, halve it, or set it to zero. Predict what should happen to Medical savings account before you calculate. Comparing your prediction with the result is the fastest way to find out whether you understand the idea or only the words.

Example 3 — an exam-style question

Typical questions about Medical savings account ask you to (a) state it precisely, (b) apply it to given data, and (c) explain a limitation. Practise writing all three answers in under five minutes; the third part is what separates a full-mark answer from an average one.

Applications of Medical savings account

In research
Medical savings account appears in science research whenever the underlying quantities have to be modelled precisely. Papers usually cite it as a starting assumption and then explore where it breaks down.
In technology and industry
Engineering practice reuses Medical savings account in design rules, simulations and safety margins. Knowing the idea lets you read a specification sheet and understand why the numbers look the way they do.
In the classroom
Medical savings account is common in secondary-school and first-year university syllabi. It links to neighbouring topics Health economics, Tax-advantaged savings plans, so understanding it makes those chapters shorter.
In everyday life
Look for Medical savings account outside the textbook — in sport, cooking, traffic, electronics or the sky above you. An example you found yourself is remembered far longer than one you were given.
